  19. file:///C:/Users/shanthi/Downloads/050201_financing_dams_in_india_risks_and_challenges.pdf
  20. My humble suggestions:............................................................
  21. Many deep wells  and high storage water tanks can be built at a cost lower than building the dams and the Railways can carry as freight carriers the water from one place to another  and fill up these deep wells through pumps and canals and such costs can be borne by Each one of the states enjoying this privilege and   water- fee/tax  lowest per head one Rupee a day can be collected from every one of the family members and from people who can afford.
  22. Thus many of the people will get water especially from the Mother Ganges and Brahmaputra and even others and its tributaries.
  23. Floods can be avoided and many precious lives and cattle and crops can be saved.
  24. At the same time, small dams can be built at lower costs.
  25. Rivers must be nationalised and No state can fight and create problems and anxieties, wasting manpower and the legal authorities and finally our Govt. from all headaches.
  26. Water is  the national resource and no one state can claim and have a proprietary role.
  27. Rain water  harvesting also can be developed.
  28. Recycle of water can also be developed.
  29. Making aware  of the usage of water and saving water may also be published and  a fine can be levied on the people or firms or companies contaminating and polluting the river water and water bodies .
  30. Even throwing garbage in the running gutters must be penalised and can be made aware to the people and shops who throw them in the gutter blocking the running waste water and allowing the mosquitoes to generate their children.
